A transitional kindergarten is the first year of a two-year kindergarten program that uses a modified kindergarten curriculum that is age and developmentally appropriate. Pursuant to law, Ed. Code 48000[c] and Senate Bill 1381, a child is eligible for transitional kindergarten if the child will have their fifth birthday in the following range:

  • For the 2013-14 school year, from October 2nd through December 2nd
  • For the 2014-15 school year and each school year thereafter, from September 2nd through December 2nd

Kindergarten Bills Introduced

Recently, the discussion around the first years of a child's formal education has been about the expansion of transitional kindergarten or preschool; on Friday, March 28th, 2014, two more bills entered the conversation. As expected, Assembly Members Joan Buchanan and Shirley Weber are carrying bills to create a more-rigorous kindergarten program in California. These bills include:

  • Assembly Bill 1719
    Introduced by Weber, D-San Diego, would require, beginning in 2017-18, school districts to implement a full-day (230 minutes) kindergarten program; the bill would allow a district board to vote to postpone implementation, with reasons that would be submitted to the Department of Education within a month of deciding to postpone implementation.

  • Assembly Bill 1444
    Introduced by Buchanan, D-Alamo, would require children to complete one year of kindergarten before being admitted to first grade, shifting kindergarten from optional to mandatory for children in California.

  • Senate Bill 1381
    Chapter 705, Statutes of 2010, amended California Education Code, Sections 46300, 48000, and 48010, to change the required birthday for admission to kindergarten and first grade and established a TK program.

Both of these bills would create significant state mandated local programs.
