C:\fakepath\Wordle - Early Childhood.pngA transitional kindergarten is the first year of a two-year kindergarten program that uses a modified kindergarten curriculum that is age and developmentally appropriate. Pursuant to law, EC 48000[c] (Senate Bill 1381), a child is eligible for transitional kindergarten if a child will have his or her fifth birthday between:

  • For the 2013-14 school year October 2 and December 2 (Inclusive)
  • For the 2014-15 school year and each school year thereafter September 2 and December 2. (Inclusive) 

KINDERGARTEN BILLS INTRODUCED:

So far this year, the discussion around the first years of a child's formal education has been about the expansion of transitional kindergarten or preschool; on Friday, March 28, 2014, two more bills have entered the conversation. As expected, Assembly Members Joan Buchanan and Shirley Weber are carrying bills to create a more-rigorous kindergarten program in California:

  • Assembly Bill (AB) 1719 (Weber, D-San Diego) would require, beginning in 2017-18, school districts to implement a full-day (230 minutes) kindergarten program; the bill would allow a district board to vote to postpone implementation, with reasons that would be submitted to the Department of Education within a month of deciding to postpone implementation
  • AB 1444 (Buchanan, D-Alamo) would require children to complete one year of kindergarten before being admitted to first grade, shifting kindergarten from optional to mandatory for children in California
  • Senate Bill (SB) 1381 (Chapter 705, Statutes of 2010) amended California Education Code (EC) (Section 46300, 48000, and 48010) to change the required birthday for admission to kindergarten and first grade and established a TK program.

Both of these bills would create significant state mandated local programs.
